5th Regional Maritime University (RMU) Board of Governors Meeting held in Douala, Cameroon.
(February 16, 2010)- The Commissioner of the Bureau of Maritime Affairs, Binyah C. Kesselly recently turned over the Chairmanship of the Board of Governors of the Regional Maritime University to his Cameroonian counterpart, H. E. Bello Bouba Maigari, Minister of Transport of the Republic of Cameroon at the 5th meeting of the board which was held in Douala, Cameroon from 8-14 February 2010.
Member states of the RMU Board include the Republics of Cameroon, Ghana, The Gambia, Sierra Leone and Liberia. In a joint statement, the Board praised Commissioner Kesselly for his outstanding performance during his two-year tenure as Chairman and noted the numerous reforms he instituted which have attracted students from across Africa and Asia.

In his turning over speech, the outgoing RMU Board Chairman thanked the member states for the opportunity given Liberia to serve as Chairman and for the level of cooperation accorded him during his tenure.
Some of the achievements during Commissioner Kesselly’s watch included:
A. The expansion of a students’ hostel and commencement of the construction of an Administration complex funded by the Ghanaian Government.
B. The construction of an additional students’ hostel donated by His Excellency Prof. Sheik, Dr. Alhaji Yahya A. J. J. Jammeh, President of The Gambia.
C. The purchase and installation of a Full Mission Bridge Simulator to ensure that the graduates receive quality “State of the art” visual/practical experience in safe navigation of vessels.
D. The launching of an offshore Oil and Gas Safety Center to provide much needed training to those who wish to participate in the new growth areas in the maritime industry.
E. The establishment of a Provident-Fund to eventually replace the End-of-Service Benefit and serve as a huge source of support to retirees and pensioners;
F. The establishment of an Endowment Fund with initial seed money of US$ 50,000 ($10,000.00 to be contributed by each member state).

G. The finalization of the joint undergraduate /graduate program with the Shanghai Maritime University (B.A. Logistics and M. A. Maritime Law Program) and the accreditations from member states, as well as, affiliation and recognition by renowned International Academic Institutions which are significant validations of a University with the hallmark of Excellence, especially in the area of Maritime Education.
Making remarks, his successor, H. E. Bello Bouba Magari promised to work with his colleagues on the RMU Board and follow the leadership pattern of his predecessor to ensure the success of the University. Concluding, he asked Commissioner Kesselly to serve as his advisor.
