COMMISSIONER, BUREAU OF MARITIME AFFAIRS & CHAIRMAN

Bureau of Maritime Affairs Commissioner Binyah C. Kesselly, is the former Chairman of the Board of Governors for the Regional Maritime University in Nungua-Accra, Ghana, and the current Chairman of the Board of Directors for the National Port Authority, Republic of Liberia.
Commissioner Kesselly is a trained Business Strategist and Strategic Marketer, and is the former Director of Enterprise Improvement & Process Excellence at McNeil Consumer Healthcare, part of the Johnson & Johnson (J&J) Family of Companies in the United States of America.
In his former role prior to joining the Bureau of Maritime Affairs, Commissioner Kesselly led strategic improvement initiatives to grow and sustain enterprise-wide execution capabilities to drive, verify and validate business results. Commissioner Kesselly was also directly responsible for spear-heading all major Board Level growth projects that served to position McNeil Consumer Healthcare for unprecedented and sustainable growth. He served as part of McNeil Consumer Healthcare’s Commercialization Leadership Team, leading six major growth initiatives aimed at supporting a projected pipeline growth of over US$1.0 Billion by 2011. He won several awards for both leadership and innovation at Johnson & Johnson to include:
- The Janssen-Ortho Silver Medallion for Contract Innovation (Canada - 2006);
- Three Johnson & Johnson Standards of Leadership Awards for Innovation (USA – once in 2001, and twice in 2004)
Prior to joining Johnson & Johnson, Commissioner Kesselly was a Senior Management Consultant with PricewaterhouseCoopers, and was responsible for providing an array of strategic business management consulting services to a diverse global client base.
His functional expertise and executive level leadership which span two decades include Competitive Intelligence, Sales & Marketing, Commercial Operations, Business Strategy, Strategic Planning, Business Planning, Contract Modeling, Business Forecasting, Pricing Strategies & Tactics, Contract Modeling, Analyses & Negotiations, Strategic Marketing & Analysis and Business Process Re-engineering, just to name a few.

- Commissioner Kesselly was tapped by President Ellen Johnson Sirleaf in March 2008, to serve as the 13th Commissioner of Maritime Affairs, and he has been tasked with transforming the Bureau of Maritime Affairs into a 21st century corporation, one that operates with a renewed sense of vision, a high level of efficiency and a new strategic direction and purpose.
Commissioner Kesselly is married with two son.
