(November 19, 2010) -Maritime Authority Conducts Training On Implementation Of Flag State for 38 Liberians .

In continuation of its capacity building efforts, the Liberia Maritime Authority sponsored a week- long seminar on National Flag State Implementation at the Monrovia Regional Maritime Rescue Coordination Center (MRMRCC) situated on the National Coast Guard Base on Bushrod Island.

The seminar was conducted by Mr. Alexander Buabeng, lead facilitator and IMO Legislation Consultant and Co – facilitator, Mr. Mamadou Saiku, director of Academic Affairs, Regional Maritime University (RMU) in Nungua- Accra, Ghana.

The seminar which came to a close on Friday, November 19, 2010 was attended by participants from the Ministry of Finance (Custom and Excise Tax Division), Ministry of National Defense, National Port Authority (NPA), the National Oil Company of Liberia (NOCAL) and the Liberia Maritime Authority (the “LMA”).

In delivering the closing address, LMA Commissioner Binyah Kesselly stressed that the country needs strong and committed people that will deliver the results the country requires of them to put its maritime program with that of other maritime countries. “This is why it is very important that we attach seriousness to our Flag State Implementation,” Commissioner Kesselly noted. He admonished the participating government agencies that whatever they do should always be in the best interest of the country. Continuing, he told the participants that what is critically important if we mean business to improve our Maritime program, is that we must ensure enforcement of all of the conventions and protocols that Liberia is signatory to.

In his remarks, one of the facilitators at the seminar, Mr. Alexander Buabeng, advised the participants to make good use of the materials that were given to them and expressed the hope that the Liberia Maritime Authority will be a hub for an excellent Maritime program in Africa and the world.

The seminar was brought to a close with the vote of thanks by Ms. Yvonne Clinton, executive director of the Liberia Marine Training Institute (LMTI) in Marshall. She thanked the facilitators and told the participants not to keep their resource documents in the closets but rather they should take them to their offices and use them properly.
