REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES FOR THE DEVELOPMENT OF THE LIBERIA MARITIME AUTHORITY PROPERTY (LMA) IN MARSHALL CITY, MARGIBI COUNTY
IFB NO.: LMA/EOI/001/11
Applications are invited for the services of an Architectural, Civil Engineering, & Planning Consultancy Firm to provide consultancy services for the development of Liberia Maritime Authority (LMA) property and its immediate surroundings. The selected firm will be required to work in consultation and with the direct mandate of the LMA, through its resident in-house architect.
Services to be provided undertaken would include but not be limited to the following:
- Conduct and provide detailed topographic survey map of a total land space of 22 Acre, for the purpose of producing an architectural master plan of the LMA Development Project Site.
- Plan design and manage along with building contractor, the construction of the LMA Headquarters
- Provide soil and structural engineering analysis
- Plan, design and manage along with contract engineers, the survey mapping of the existing Schefflin-Marshall road and internal road network on the LMA property.

These activities are part of the Authority’s program to:
- Reconstruct 13.5 miles of dirt road that will be more vehicular accessible and provide greater utility to the Authority at its Maritime Institute site and to the general public and contribute towards overall economic development.
- Redevelop the Liberian Maritime Training Institute to serve as the epic center for Maritime Training and Development capacity in Liberia.

As a term of reference; the consultant is expected: (i) to ensure that both the LMTI Development and Marshall Road Rehabilitation Projects are executed in accordance with the General and Particular Conditions of Contract, the Technical Specifications and approved Engineering Drawings; (ii) to optimize the use of available material resources; minimize costs without compromising the quality of finished product and construction principles and (iii) to ensure that the LMTI Development Project and the Marshall Road Rehabilitation Project are executed within the Contract Price and Time for Completion allowed under the Contract.
Interested firms must provide a statement of capability and experience indicating that they are qualified to perform these services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc). Also, bidders are to provide a detailed financial proposal for carrying out these assignments. This proposal shall state the bidders’ fees for the execution of the following work phases:
- Preliminary designs and planning
- Detailed design documentation and bidding process
- Construction supervision and project management.
Packages containing proposals should be clearly marked with the following statement “Expression of Interest for Consultancy for LMA’s LMTI & Marshall Projects” and must be delivered to the address below on or before ______March 15th 2011_______, 2011 at 5 p.m. GMT and addressed to:
